Analysis of information and communication technologies (ICTI in public organization and management
Information and communication technologies (ICTs) have transformed public management and organization, optimizing administrative processes, improving transparency and strengthening citizen participation. In Ecuador, the adoption of ICTs in public administration has been a key factor in the development of e-government and institutional modernization, allowing greater efficiency in the delivery of services and facilitating communication between the state and citizens. The purpose of this study is to analyze the implementation of ICTs in public organization and management, identifying their benefits, challenges and areas for improvement. A qualitative bibliographic methodology is used, based on the analysis of scientific literature, government reports and case studies on ICT implementation in the public sector. Through this methodology, the strategies adopted by public institutions for the digitization of procedures, authorization of processes and access to information are examined. The results show that ICTs have reduced administrative management times, strengthened government transparency, facilitated the digitization of procedures, the automation of processes and access to public information. However, challenges such as the digital divide, resistance to change and the need to strengthen cybersecurity to ensure data protection were also identified. It is concluded that the strategic integration of ICTs in public management can improve government efficiency and service quality. To achieve this, it is necessary to implement policies that ensure greater digital inclusion, such as continuous training for public personnel and the development of technological infrastructure that allows the optimal use of technological resources.
